Please, don't type everything in capitals...

Yes, EMC can be used as a full closed loop system with suitable encoders and 
interface card - The motors can be either DC servos or stepper motors, 
although to run closed loop with steppers, you would need to make a few small 
changes to the code (which is readily available).
Depending on the interface cards used, you can run up to six axis of 
simultaneous coordinated motion.
