</p><p class="EC_MsoNormal" style="text-indent: -18pt; text-align: justify;"><span style="font-size: 8pt; font-family: Symbol;">·<span style="font-family: 'Times New Roman'; font-style: normal; font-variant: normal; font-weight: normal; font-size: 7pt; line-height: normal; font-size-adjust: none; font-stretch: normal;"> </span></span><span style="font-size: 11pt;"><font face="Times New Roman">convierten la inmigración irregular en un delito, </font></span>
</p><p class="EC_MsoNormal" style="text-indent: -18pt; text-align: justify;"><span style="font-size: 8pt; font-family: Symbol;">·<span style="font-family: 'Times New Roman'; font-style: normal; font-variant: normal; font-weight: normal; font-size: 7pt; line-height: normal; font-size-adjust: none; font-stretch: normal;"> </span></span><span style="font-size: 11pt;"><font face="Times New Roman">aumentan el periodo de estancia en<span style=""> </span>los centros de internamiento de extranjeros, </font></span>
</p><p class="EC_MsoNormal" style="text-indent: -18pt; text-align: justify;"><span style="font-size: 8pt; font-family: Symbol;">·<span style="font-family: 'Times New Roman'; font-style: normal; font-variant: normal; font-weight: normal; font-size: 7pt; line-height: normal; font-size-adjust: none; font-stretch: normal;"> </span></span><span style="font-size: 11pt;"><font face="Times New Roman">prohíben realizar trámites administrativos a quienes se encuentre en situación de irregularidad,<span style=""> </span>incluido
el registro de niños nacidos de parejas inmigrantes, que corren el
riesgo de que se les considere en estado de abandono y, posteriormente,
sean dados en adopción.</font></span>
</p><p class="EC_MsoNormal" style="text-indent: -18pt; text-align: justify;"><span style="font-size: 8pt; font-family: Symbol;">·<span style="font-family: 'Times New Roman'; font-style: normal; font-variant: normal; font-weight: normal; font-size: 7pt; line-height: normal; font-size-adjust: none; font-stretch: normal;"> </span></span><span style="font-size: 11pt;"><font face="Times New Roman">prevén penas de cárcel para quienes<span style=""> </span>alquilen una vivienda a una persona inmigrante sin papeles, </font></span>
</p><p class="EC_MsoNormal" style="text-indent: -18pt; text-align: justify;"><span style="font-size: 8pt; font-family: Symbol;">·<span style="font-family: 'Times New Roman'; font-style: normal; font-variant: normal; font-weight: normal; font-size: 7pt; line-height: normal; font-size-adjust: none; font-stretch: normal;"> </span></span><span style="font-size: 11pt;"><font face="Times New Roman">contempla la posibilidad de establecer "rondas ciudadanas" para-policiales, entre otras disposiciones.</font></span>
</p><p class="EC_MsoNormal" style="text-align: justify;"><span style="font-size: 11pt; color: red;"><font face="Times New Roman"> </font></span>
</p><p class="EC_MsoNormal" style="text-align: justify;"><span style="font-size: 11pt;"><font face="Times New Roman">Las
organizaciones abajo firmantes consideramos que son normas que violan
los derechos humanos fundamentales, como el contemplado en<span style=""> </span>el
artículo 13 de la Declaración Universal de los Derechos Humanos ya que
la libertad de circulación es un derecho y como tal debe ser reconocido
y respetado; son medidas xenófobas y racistas que aumentarán el
sufrimiento y las penalidades de las personas migradas en situación
irregular, con consecuencias devastadoras para su vida diaria.</font></span>
</p><p class="EC_MsoNormal" style="text-align: justify;"><span style="font-size: 11pt;"><font face="Times New Roman">La
inclusión en el cuerpo legislativo de un país de medidas
discriminatorias y violadoras de derechos fundamentales como estas,
envilece y degrada a la sociedad en su conjunto.</font></span>
</p><p class="EC_MsoNormal" style="text-align: justify;"><span style="font-size: 11pt;"><font face="Times New Roman"> </font></span>
</p><p style="line-height: 12pt; text-align: justify;"><font face="Times New Roman"><span class="EC_apple-style-span"><span style="font-size: 11pt; color: rgb(21, 21, 21);">La
Unión Europea aprobó en el 2008 la Directiva de Retorno (con el apoyo
de los gobiernos español y francés) y siguen dictando medidas para
consolidar una política de repatriaciones, expulsiones, encierro y
externalización de las fronteras, impropias de estados democráticos y
contrarias a los derechos fundamentales de las personas migrantes.</span></span><span style="font-size: 11pt; color: rgb(21, 21, 21);"></span></font>
</p><p class="EC_MsoNormal" style="text-align: justify;"><span style="font-size: 11pt;"><font face="Times New Roman">Hace unos días, <span class="EC_apple-style-span"><span style="color: rgb(21, 21, 21);">dentro del marco de la cumbre hispano-francesa </span></span>los presidentes <span class="EC_apple-style-span"><span style="color: rgb(21, 21, 21);">Nicolás
Sarkozy y José Luis Rodríguez Zapatero firmaron la Declaración sobre
Seguridad Interior que amplía la coordinación policial al ámbito de la
inmigración. Una vez más los estados de la Unión Europea adoptan
medidas que criminalizan la inmigración, legitimando la persecución de
personas inmigrantes indocumentadas.</span></span></font></span>
</p><p class="EC_MsoNormal" style="text-align: justify;"><span class="EC_apple-style-span"><span style="font-size: 11pt; color: rgb(21, 21, 21);"><font face="Times New Roman"> </font></span></span>
</p><p class="EC_MsoNormal" style="text-align: justify;"><span style="font-size: 11pt;"><font face="Times New Roman">Por ello, exigimos a la Unión europea y a sus estados miembros:</font></span>
</p><p class="EC_MsoNormal" style="text-align: justify;"><span style="font-size: 11pt;"><font face="Times New Roman">- Que condenen la nueva ley de Seguridad italiana y demandamos su retirada al Gobierno italiano.</font></span>
</p><p class="EC_MsoNormal" style="text-align: justify;"><span style="font-size: 11pt;"><font face="Times New Roman">- Que se deroguen las Directivas y disposiciones de la UE contrarias a los derechos de las personas inmigrantes. </font></span>
