Hola: Me pasó una vez cuando intentaba llamar a un archivo cgi sin permisos de ejecución. En mi caso con "chmod 755 archivo.cgi" se resolvió. Ver en el log del server para observar puntualmente que es lo que pasa no estaría mal.
